1.  Purpose

The Consortium Steering Group (CSG) provides governance and oversight for apprenticeship programmes at National College of Ireland (NCI). It ensures:

  • Alignment with industry needs and national apprenticeship frameworks (QQI, SOLAS, HEA).
  • Integration of workplace learning into academic programme structures.
  • Employer engagement and accountability in delivering high-quality apprenticeship training.
  • Ongoing programme review, assessment monitoring, and compliance assurance.

2.  Scope & Responsibilities

The CSG is responsible for:

  • Programme Oversight & Development: Reviewing curriculum updates, employer engagement, and workforce demand alignment.
  • Compliance & Governance: Ensuring alignment with QQI/SOLAS regulations and national apprenticeship guidelines.
  • Employer Due Diligence: Monitoring MoAs and Employer Agreements to ensure compliance.
  • Quality Assurance: Overseeing mentor training, assessment frameworks, and workplace learning standards.
  • Learner Experience: Ensuring apprentices receive structured support, fair assessment, and a high-quality learning environment.

3.  Membership & Composition

The CSG consists of key apprenticeship stakeholders, ensuring industry-led governance and academic oversight.

Role Responsibilities Appointment
Chairperson Leads the group, ensures compliance with national policy. Appointed by industry sector.
Employer Representatives Majority representation; ensures employer participation in governance. Nominated by the sector/employer network.
Coordinating Provider Representative (NCI) Manages academic oversight, programme structure, and assessment. Typically, the Apprenticeship Manager or Academic Lead.
Off-the-Job Training Provider(s) Ensures integration between classroom-based and work-based learning. Appointed by NCI.
Industry & Professional Bodies Advises on sectoral developments and regulatory compliance. Nominated by professional bodies.
Statutory Regulator (SOLAS) Provides national oversight where applicable. Designated by SOLAS.
Learner Representative Represents the apprentice/student voice in decision-making. Elected from the current cohort.

Membership Terms:

  • Representatives serve for a fixed term of two years, with renewable terms based on participation.
  • The CSG’s composition is reviewed annually to maintain sectoral representation.

 

4.  Meeting Structure & Decision-Making

  • The CSG meets at least three times per year (typically in September, February, and June).
  • Additional meetings can be scheduled if requested by the Chairperson, NCI, or statutory bodies.
  • Decisions are made by consensus, with the Chairperson holding a casting vote if necessary.
  • Urgent matters may be addressed via extraordinary meetings or digital consultation.

5.  Reporting & Accountability

The CSG submits an Annual Report to NCI’s Academic Council, covering:

  • Apprenticeship programme performance and industry feedback.
  • Employer engagement and sectoral developments.
  • Programme amendments or improvements.

Reports are also shared with SOLAS, QQI, and HEA, where required.

Key Reporting Metrics Include:

  • Employer participation rates and feedback.
  • Apprentice retention, completion, and employment outcomes.
  • Workplace assessment compliance and mentor performance.

6.  Review & Amendment

  • The Terms of Reference shall be reviewed every two years by the CSG and NCI’s Apprenticeship Office.
  • Any amendments must be approved by the CSG and ratified by NCI’s Academic Governance Structures.
  • Changes must be communicated to all stakeholders, including employers, learners, and regulatory bodies.
